An odd point of view
Most of the areas hit by the wave are increadably poor. Promoting tourism and making money in those areas will raise the standard of living there and has probably saved more lives than those taken at christmas.
If it's a choice between a population making money to give themselves basic hygene and sanitation, or spending large amounts on modern technology to warn of incredably unlikely natural events, I'd say they made the right choice.

StoneT, it's not the people that make money, it's the fucking goverment that make money from tourism, I agree with astar that they should've made tsunami protectionwarning things there and use SOME of their money for it, the tsunami started because of an earthquake, they can use seismographs (sp?) for detecting things like this...

I think it's a bit of a stretch to say this disastour saved more lives because of relief aid? you realize how many people died? and that the relief aid is pretty much just rebuilding what was lost. All these people aren't paying taxes, so the government has a deficit. A lot of shit was fucked up, so the governments getting money to rebuild.
I would be rather suprised if they somehow came out ahead, and suddenly have lots of money tor hospitals and police and fire fighters, enough to save more lives then that were lost in the disastour.
Have you bothered to read the news or use your imagination to grasp the reality of this? almost all the fishermen are out of business, their equipment destroyed. No one will buy fish because they believe the fish have eatten the bodies of the dead and will give them diseases. Most people are relying on food handouts to eat, and will do so for quite a long time. Their are so many people who have lost jobs, or are in debt from this, the country is royally fucked.
with a warning system, people would have had an ONE HOUR-ONE AND ONE HALF HOURS TO PREPARE.
It would have been a good investment which would have saved lives and money.

You obviously have very strong feelings about this, and I really don't. Certainly not enough to get into personal insults.
I feel sorry for the people out there and honestly think that the choice they thought they were making was not "make money or save lives" but more of a policy which they followed. Protection against natural disasters was probably not one of their highest priorities, if tsunamis why not earthquake protection, meteorite protection, nuclear war protection? These are hi-tech things we may take for granted in developed countries. But these weren't developed countries, they are trying to be.
Do we have tsunami protection in Britain? I have no idea...

Well at least that much of it's coastline was hit by the tsunami - admittedly at much less power than in Asia but there were still fatalities in Somalia.
As for the subject of warning systems, it's a lot of money to have spent for something that nobody thought would happen. When you're talking about countries that poor it's not really very surprising they'd spent the money on other things rather than the one in a million chance of what happened.
And are you actually just looking for a fight?

they knew their was a fault their, knew they have very low lieing heavily populated communitys along the coastline. I really think every place that is vulnerable to a tsunami should have warning bouys, people should spend the money they have to build strong houses to stand up agaisnt hurricanes and earthquakes (obviously people in south eastern asian countries don't have this option) but it doesn't seem to cost a whole lot more money to build modern structures like concrete bridges, overpasses, large buildings etc.. to be earth quake/hurricane resistant. In BC they have a warning system, but most communitys don't have any way of actually warning people other then posting bulletins on the tv/radio. Is it really so difficult for a municipality to spend some money to put up air raid sirens? and do drills now and then?
I guess it's better to hand out excuses and copouts. What will it take to make people think diffrently? StoneT will your apartment have to burn down and you be like "shit I wish I got renters insurance" to see the meaning of the old cliche "an ounce of prevention is worth a ton of cure"

Fact is- I don't have rental insurance, I can't afford it. Paying for it, along with life insurance, pension, health insurance etc, would mean my family and I would have to stop eating healthy food, stop going to poi meets, stop going to baby gym, all these things that don't really cost much but add to our quality of life. We would all become deeply unhappy and unhealthy. So instead we take every precaution to ensure it doesn't happen. Admittedly something that wasn't an option for the people around the indian ocean.
We do have smoke alarms though

well, while the common concensus is that there was no early warning system, someone sitting in some science facility DID see the wave coming, and he phoned his boss. but, ironically, his boss was on the phone so he couldnt get through. true apparently. so, a common theme seems to be arising. even with all the tecchnology in the world, the stupidity of man (ie in this case not installing an emergency phone line) ultimately had a high cost.
